12 Gauge Shotgun Shells

So I'm working on the Benelli M3 with a box of dummy 2 3/4 inch 12 gauge shells and wondered "How long ARE these shells?" The trusty tape measure says they are 2 1/4 inches long. My shells have lost half an inch!
So I got out some live rounds. Sure enough, the 2 3/4 rounds are really 2 1/4 inches long. And the 3 inch shells are really 2 1/2 inches - maybe 2 9/16 inches long.
I did not know. I feel like I've missed something.
Maybe those responsible for shotgun shell nomenclature are the same ones who sell you a piece of lumber that's 1.5 x 3.5 inches and call it a 2 by 4.
