Board Mechanic Help Needed!!

I have a 94 Toyota SR5 4x4. It sometimes cranks,but other times it will not. When you turn the switch, it even turns the motor...a very little bit when it's not cranking. Battery is registering 12.7, Start signal test was 12.8, Voltage drop test reading was .15 to .16. Voltage drop test of the ground circuit was off the chart at 10.2 volts. I have replaced the negative battery cable.
Here's the weird thing...When I try to crank it and it won't crank, the spring that pulls the brake pedal back..that's located under the dash..gets to hot you can't touch it for very long. When the truck cranks like it should, the spring stays cold to the touch. I need some help guys!!
