Grab-A-Gun refuses to honor NICS 3-Day provision.

I've dealt with some of the dealers here, and I'd like to get a dealer's take on a situation that is affecting a friend. I was a dealer when GCA-68 was beginning, but was out of it before NICS, so I am not familiar with the policies that current dealers follow today. Because I have a carry permit I am exempt from NICS, so I have no experience from which to relate.
A friend that I got into shooting about fours years ago, and has guns, has just made his first purchase of a new gun from GAG. His NICS check came back delayed, for reasons unknown, and there has been no response for over six business days, which is three days beyond the point where a dealer can complete the transfer, but GAG is refusing to complete the transfer, and is stating that if they don't receive a reponse in thirty days, they will void the transaction. They suggest that he contact the FBI to address the matter. Again, there has been no denial, only a delay. Is this how it's done?
A lot of people have fought long and hard to prevent gun laws from being enacted that would create this kind of situation, and I find it troubling that a dealer would create de-facto gun laws on their own.
