Poor seller- Dutch Hillenburg

This past Saturday morning around 9AM a deal was made at a price for a M3A1 grease gun and accepted by both parties (email records of entire conversation). The same morning I told him I would be contacting the Chief first thing Monday morning (which I did) to request a demo letter (which is done). Due to work (firefighter with 24 hour shifts) I was due to pick up the letter tomorrow morning, and the plan was to mail the letter, FFL/SOT and payment. He calls today asking if I've sent payment yet and I explain the above. He then goes on to tell me that he has a buyer that wants to pay more than we AGREED TO and that since I hadn't sent payment immediately he was cancelling the deal. I explained that he couldn't even submit the paperwork without the demo letter so what was the rush. I even offered today to send everything OVERNIGHT tomorrow to him once I pick up the letter. This apparently wasn't good enough.
Where I come from, a deal is a deal, I offered what I could pay and he accepted. At no time did he say that payment had to be sent immediately. All that was said was "send check for XXX to"
Sure, I'm a little guy in the NFA world, but I'm a man of my word and stand behind deals made.
